The judgement of the Court of Appeal from Targu Mures, which invalidates the sentence passed by the Law Court of Odorheiu Secuiesc upon immediate interruption of construction works. After this decision was made, the Ciorbea government invalidated the decision made by the Vacaroiu government.

This executive sentence is that "reputed" document, which resulted the fulfillment of the Court of Appeal's judgement, that is to say to remove the seals put by the Law Court. This action was considered as a Solomon decision of December 9th 1997 - that is to say as "putting into possession" - both by Remus Opris, the prime secretary and the Romanian media.
